A person shall not operate a poultry plant unless all the poultry meat in the poultry plant is inspected by a poultry meat inspector pursuant to the regulations.
The poultry meat inspector shall inspect, pursuant to the regulations, and classify any poultry meat, poultry meat product, or poultry meat food product which is presented for inspection into one of the following classes:
  (a) Wholesome.
  (b) Retained for further inspection.
  (c) Condemned for human food.
The poultry meat inspector shall apply or direct the application of the proper marks, as determined by regulation.
All poultry meat which is condemned for human food shall be disposed of pursuant to the regulations.
Poultry meat may be passed for further processing in a plant which is licensed pursuant to this part.
