General Provisions of California Harbors And Navigation Code
This act shall be known as the Harbors and Navigation Code.
The provisions of this code in so far as they are substantially
the same as existing statutory provisions relating to the same
subject matter shall be construed as restatements and continuations,
and not as new enactments.
All persons who, at the time this code goes into effect, hold
office under any of the acts repealed by this code, which offices are
continued by this code, continue to hold them according to their

partnership, limited liability company, business trust, corporation,

different parts of the United States. In the latter case, it includes
the District of Columbia and the territories.
"Vessel" includes ships of all kinds, steamboats, steamships,
canal boats, barges, sailing vessels, and every structure adapted to
be navigated from place to place for the transportation of
merchandise or persons.
"Steam vessel" means any vessel which is propelled by

If any provision of this code, or the application thereof to
any person or circumstance, is held invalid, the remainder of the
code, or the application of such provision to other persons or
