. From and after the making of the order of reorganization by the board of supervisors, the district is organized under this part with all the powers conferred by this part. The persons in office at the time of the reorganization are entitled immediately to enter upon the duties of the like offices of the reorganized district and shall continue to serve until the election and qualification of their respective successors in accordance with this part.
