(a) If notice of a hearing is required, proof of giving notice of the hearing shall be made to the satisfaction of the court at or before the hearing.
  (b) If it appears to the satisfaction of the court that notice has been regularly given or that the party entitled to notice has waived it, the court shall so find in its order.
  (c) The finding described in subdivision (b), when the order becomes final, is conclusive on all persons.
Proof of mailing may be made in the manner prescribed in Section 1013a of the Code of Civil Procedure.
Proof of publication may be made by the affidavit of the publisher or printer, or the foreman or principal clerk of the publisher or printer, showing the time and place of publication.
Proof of posting may be made by the affidavit of the person who posted the notice.
Proof of notice by personal delivery may be made by the affidavit of the person making the delivery showing the time and place of delivery and the name of the person to whom delivery was made.
Proof of notice, however given, may be made by evidence presented at the hearing.
