All meetings of the board shall be conducted in the manner
prescribed by the Ralph M. Brown Act (Chapter 9 (commencing with
Section 54950) of Part 1 of Division 2 of Title 5 of the Government
A majority of the board constitutes a quorum for the
transaction of its business.
The affirmative vote of a majority of the members of the
board shall be necessary and, except as otherwise provided in this
act, shall be sufficient to carry out any order, resolution, or
ordinance coming before the board.
The board shall establish rules for its proceedings and
determine the place and time for its meetings.
The acts of the board shall be expressed by motion,
resolution, or ordinance.
