The county superintendent of schools may, with the approval
of the county board of education, expend county school service funds
for the purpose of administering and accounting for the county school
service fund, or he may, with the approval of the county board of
education, contract with and pay the board of supervisors for
services rendered in administering and accounting for the county
school service fund.
The county superintendent of schools may, with the approval
of the county board of education, provide services to school
districts or community college districts in screening and directing
teachers to the schools under his jurisdiction.
The county superintendent of schools may, with the approval
of the county board of education, pay actual and necessary travel
expenses incurred in connection with curricular and special services
by the county superintendent of schools or by his designated staff
members in accordance with regulations established by the
Superintendent of Public Instruction.
The county superintendent of schools may, with the approval
of the county board of education, employ personnel to conduct
research in connection with the activities of the county
superintendent of schools, and to develop systems, procedures and
methods for applying such research findings to improve the
effectiveness of those activities.
The county superintendent of schools may with the approval of
the county board of education provide for the publication of
materials that are necessary in connection with the curricular and
special services that the superintendent of schools is authorized to
perform in the county. The county superintendent of schools may, in
accordance with regulations adopted by the county board of education
and for educational use, sell or give away the published materials or
may exchange them for similar published materials. Unless restricted
by the regulations of the county board of education, the sale or
gift may be made to, and the exchange may be made with, any person,
political subdivision, public officer or agency, or educational
institution. The distribution of the published materials in
accordance with this section is declared to be a public purpose and
in furtherance of Article IX, Section 1, of the California
Constitution.
The county superintendent of schools may, with the approval
of the county board of education, provide advisory services in school
business administration activities, in maintenance of school
building and grounds, and in the processing of special problems
concerning credentials as designated by the State Department of
Education.
The county board of education may enter into agreements with
the governing boards of any of the school districts or community
college districts in the territory under the jurisdiction of the
office of the county superintendent of schools for the conduct, under
the direction of that office, of centralized in-service training
programs for both certificated and classified employees of the school
districts and community college districts and of that office.
Centralized in-service training program operations of the office
of the county superintendent of schools shall be financed through the
county school service fund, and shall be included in the budget
prepared pursuant to Article 3 (commencing with Section 14050) of
Chapter 1 of Part 9.
