Upon application of 20 or more persons above the age of 18
years residing in a high school district who cannot speak, read, or
write the English language to a degree of proficiency equal to that
required for the completion of the eighth grade of the elementary
schools, the governing board of the high school district shall
establish classes in English.
Application for classes shall be made in time to permit the
board to arrange to meet the expenses of the classes.
The board may establish the classes without demand and with
a lesser number of students.
The classes shall be held at least twice a week for a
two-hour period.
If the enrollment in any class falls to 10 or less for a
one-month period, the governing board may discontinue the class for
that year.
