. (a) The Legislature finds and declares that the admission
of out-of-state pupils to the California State Summer School for the
Arts will enhance the national and international standing of the
pupils who attend the summer school, and increase the revenues to the
school from both tuition and contributions.
(b) Pursuant to the eligibility criteria set forth in subdivision
(b) of Section 8953, pupils who are not California residents,
including residents of other countries, may be admitted to the summer
school, not to exceed in any year 20 pupils or five percent of the
total pupil population of the summer school, whichever is less. No
admission under this subdivision shall result in the denial of
admission under this chapter to a California resident who is eligible
for that admission and satisfies applicable artistic qualifications
for admission.
