. Notwithstanding any other provision of this code, a write-in
candidate for member of county council shall not be declared elected
unless the write-in candidate has received a number of votes equal to
or greater than 2 percent of the number of party members voting in
the county council election district at the presidential primary or
20 votes, whichever is less.
