Article 2. Regulation of California Food And Agricultural Code >> Division 10. >> Chapter 2. >> Article 2.

The director may make such regulations as may be reasonably necessary to carry out this division and to protect the cattle of this state from theft and misappropriation.

The regulations shall be published in one or more stock journals of general circulation in the state before they become effective.
