. If a charge is made for admission to enter a state, district, county, or citrus fruit fair, the following persons may be admitted to such fairgrounds without the payment of the established admission price:
  (a) Persons with credential admissions.
  (b) Persons with courtesy pass admissions.
  (c) Military personnel in uniform.
