Nothing in this chapter shall apply to any order, rule, or
regulation issued or issuable by the Public Utilities Commission or
the Interstate Commerce Commission with respect to the operation of
common carriers.
In any civil or criminal action or proceeding for violation
of the so-called Cartwright Act (Chapter 2 (commencing with Section
16700) of Part 2 of Division 7 of the Business and Professions Code),
the Unfair Practices Act (Chapter 4 (commencing with Section 17000)
of Part 2 of Division 7 of the Business and Professions Code), or any
rule of statutory or common law against monopolies or combinations
in restraint of trade, proof that the act complained of was done in
compliance with this chapter, or a rule or regulation of the
commission issued pursuant thereto, and in furtherance of purposes
and provisions thereof, shall be a complete defense to the action or
proceeding.
The commission shall reimburse to the director all expenses
incurred by the director in carrying out his duties and
responsibilities under this chapter, except for the expenses incurred
for any action under Section 66561.4.
This chapter shall be liberally construed. If any section,
clause, or part of this chapter is for any reason held to be
unconstitutional or invalid as applied to any person or as applied
under certain circumstances, such decision shall not affect the
remaining portions of this chapter nor the application of this
chapter to any other persons or under any other circumstances.
