. Except as otherwise provided in Section 9571, every horse,
mule, or other animal which is affected with dourine, as shown by a
complement-fixation test, is a public nuisance, and shall be
immediately destroyed under the direction and supervision of the
department. No indemnity shall be paid for such animal.
