Whenever any warrant issued by the Controller is unpaid for
one year after it becomes payable, sufficient unapplied moneys having
been available for the payment of the warrant and for the payment of
all senior obligations, the Controller shall cancel it.
Any warrant issued prior to January 1, 1998, shall be
governed by the law effective on the date of issue of the warrant.
Any warrant issued on or after January 1, 1998, shall be governed by
the one-year period of negotiability specified in Section 17070.
The Controller and Treasurer shall each keep a register of
all canceled warrants. The register shall show the number, date, and
amount of each warrant, the fund out of which it was payable, and the
date of cancellation.
The face amount of each warrant canceled under this article
shall revert and be credited by the Controller to the fund against
which the warrant was drawn.
Amounts reverted to the Special Deposit Fund shall be credited to
and augment the account, within the fund, against which the warrant
was originally drawn. If such account is an unclaimed money trust
account, the reverted amount credited thereto shall be transferred by
the Controller to and in augmentation of the General Fund.
Warrants canceled under this article are void.
