This part may be cited as the Public Employees' Medical and
Hospital Care Act. As used in any contract or statute, the term
"Meyers-Geddes State Employees' Medical and Hospital Care Act" shall
be construed to refer to and mean the Public Employees' Medical and
Hospital Care Act.
It is the purpose of this part to do all of the following:
(a) Promote increased economy and efficiency in state service.
(b) Enable the state to attract and retain qualified employees by
providing health benefit plans similar to those commonly provided in
private industry.
(c) Recognize and protect the state's investment in each permanent
employee by promoting and preserving good health among state
employees.
The provisions of this part shall be controlling over any
memorandum of understanding reached pursuant to Chapter 10
(commencing with Section 3500) of Division 4 of Title 1, except as
otherwise provided by this part.
The provisions of this part shall become operative with
respect to employees and annuitants of the University of California
upon filing with the board a resolution adopted by the Regents of the
University of California electing to be subject to the provisions of
this part.
