Except as otherwise provided by state law, all meetings of the board of supervisors shall be public.
By ordinance the board shall provide for the holding of regular meetings of the board at the county seat. The board may change the place for the holding of one or more regular meetings of the board to a location within the county other than the county seat if both of the following occur:
  (a) The change of location of the regular meeting of the board is adopted by ordinance, resolution, bylaw, or other rule required for the conduct of business by the body at a regular meeting of the body.
  (b) Notice of the location change is posted in a location that is freely accessible to the public no later than the prior regular meeting of the board.
Whenever the board of supervisors of any county is required by law to canvass the votes of any local or special election on a day other than one on which the board regularly meets, such canvass may be commenced or made on the next following regular meeting day.
Whenever the board of supervisors of any county is required by law to receive proposals or bids after publication of a resolution or other public notice, the board may, by resolution, designate an officer or employee of the county to open, examine, and announce the proposals or bids at a public meeting at the time and place set forth in the resolution.
