For the purpose of determining where county offices shall be
established, a city legislative body may establish the population of
the city pursuant to this article.
The Legislative body may adopt a resolution providing that a
census be taken in the city to establish the population in years
other than those in which a federal census is taken. Such census
shall be validated by the Population Research Unit of the Department
of Finance.
The ordinance shall prescribe the rules and regulations for
taking the census to insure an accurate count of the inhabitants of
the city.
Census takers shall be appointed by the legislative body and
sworn to faithfully perform their duties. All reports of the census
takers shall be sworn to before an officer authorized to take oaths.
The city clerk shall prepare a certified copy of the final
census report. Thereafter it is the official census of the city for
the purposes of this article.
The expense of taking the census is a city charge.
For the purposes of this article, any enumeration of
population made by the United States Bureau of Census in any year
other than that in which a decennial census is taken establishes the
population of any city. A copy of such determination of population
shall be filed in the Population Research Unit of the Department of
Finance and thereafter is the official census of the city for the
purposes of this article.
