As used in this article, "local agency" means city, county,
or district agricultural association.
A local agency may acquire necessary real and personal
property to construct, equip, operate, and maintain parking
facilities in connection with any stadium or coliseum maintained by
it.
The local agency may make the parking facilities available
for public use.
For the use of such property and facilities by the public,
the local agency may make and collect a charge fixed by its
legislative body.
For the purpose of subletting or permitting to the public
parking privileges for vehicles, it may lease the parking facilities
or, in the manner of granting a franchise for other public property,
grant any person a franchise to operate a parking station on the
property.
