The site of the Governor's Mansion is hereby designated as
all that certain real property situate, lying and being in the County
of Sacramento, State of California, particularly described as
follows:
Parcel No. 1. Lot 210, as shown on the official "Plat of
Carmichael Colony," recorded in the office of the County Recorder of
Sacramento County, on March 11, 1910, in Book 10 of Maps, Map No. 9.
Parcel No. 2. All that portion of Lot 209, as shown on the
official "Plat of Carmichael Colony," recorded in the office of the
County Recorder of Sacramento County on March 11, 1910 in Book 10 of
Maps, Map No. 9, described as follows:
Beginning at a point on the Southwesterly line of said lot, from
which the Southwesterly corner of said lot bears North 63 22̸
West 387.52 feet; thence from said point of beginning South 65
50" East 294.31 feet to a point on the Southeasterly line of
said lot; thence along said Southeasterly line, South 65 25"
West, 16.30 feet to the Southwesterly line of said lot; thence along
said Southwesterly line, North 63 22̸ West 283.85 feet to the
point of beginning.
Parcel No. 3. All that portion of land shown and designated
"Charles Deterding and Mary Deterding, a single woman" on that
certain Record of Survey entitled "Deterding Ranch being a portion of
San Juan Meadows," recorded in the office of the County Recorder of
Sacramento County on December 13, 1961 in Book 18 of Surveys, at page
29, and being described as follows:
Beginning at the most Southerly corner of Lot 12, as said lot is
shown on the official "Plat of Walnut Heights," recorded in the
office of the County Recorder of Sacramento County, in Book 26 of
Maps, Map No. 25, said point of beginning also being the most
Westerly corner of that certain parcel of land conveyed to the County
of Sacramento by deed recorded August 26, 1966 in Book 66-08-24,
page 386, Official Records; thence from said point of beginning,
along the Westerly line of said Sacramento County's land, South 19
02" East 248.66 feet; thence South 37 32" West 711.46
feet to a point on the centerline of the American River, as shown on
said record of survey; thence along said centerline, North 63
17" West to a point from which the most Southerly corner of
Lot 210, as said lot is shown on the official "Plat of Carmichael
Colony," recorded in the office of the County Recorder of Sacramento
County, in Book 10 of Maps, Map No. 9, bears North 8 46̸ East;
thence North 8 46̸ East to said Southerly corner of Lot 210;
thence along the Southeasterly line of said Lot 210 and Lot 209 of
said Carmichael Colony, the following five (5) courses and distances:
(1) North 77 45̸ East 76.00 feet, (2) North 47 30̸ East 178
feet, (3) North 45 20̸ East 396.20 feet, (4) North 46 50̸
East 107.50 feet to the most Easterly corner of said Lot 210, and (5)
North 65 25" East 16.30 feet to the point of beginning.
The Director of General Services shall appoint an architect
to be a professional adviser to the department for purposes of this
chapter. The professional adviser, after consultation with the State
Architect and the Director of Finance, shall formulate the
architectural program of the department under this chapter together
with such limitations on the program as are deemed advisable.
The Director of General Services is authorized and directed
to immediately proceed with the acquisition and development,
including landscaping, of the site designated in Section 8170 and
with the major construction and improvements for the Governor's
Mansion and the equipping and furnishing thereof, to the extent that
moneys are specifically made available for such purposes by the
Legislature.
Should any Governor choose not to reside in the Governor's
Mansion, the Director of General Services may permit the property to
be used by government employees for training sessions, seminars,
conferences, or other state-related activities, provided such use is
consistent with local zoning ordinances. The Director of General
Services may establish fees and such regulations as are necessary to
maintain the integrity of the mansion.
(a) Notwithstanding any other provision of law, all of that
real property designated as the site of the Governor's Mansion, and
particularly described in Section 8170, shall be sold by the
Department of General Services, which shall conduct a bid process on
or before December 31, 1982, with the right to reject all bids. In
the event all bids are rejected, the Department of General Services
shall institute new bidding procedures within 30 days.
(b) The premises of the Governor's Mansion shall remain
uninhabited, except for maintenance personnel, until the property is
transferred. Proceeds of the sale, minus administrative expenses,
shall be deposited in a special account and held for the purpose of
providing a suitable residence for the Governor.
(c) For the purposes of subdivision (b), "suitable residence"
means any building or facility designated by the Governor, the
purposes of which (1) may include the conduct of any official
business, receptions and ceremonial activities, and any personal
business of the Governor and the Governor's family, in which a
measure of personal privacy is afforded, and (2) shall include living
accommodations to be used at the Governor's discretion. The
residence may include the existing structure and former Governor's
residence known as the Stanford Mansion located at 8th and N Streets
in the City of Sacramento.
