(a) Upon receipt by the State Registrar of an application
for delayed registration of birth and payment of the required fee, he
or she shall review the application together with the affidavits and
documentary evidence accompanying it and shall accept the
application if the application and evidence submitted comply with
this chapter. After acceptance by the State Registrar the application
shall constitute a delayed certificate of birth, and the State
Registrar shall permanently preserve the certificates in a systematic
manner and shall prepare and maintain a comprehensive and continuous
index of all the certificates.
(b) In processing applications for the delayed registration of
birth pursuant to this section, the State Registrar shall give
priority to an application for a child who has been adjudged a
dependent child of, and who is subject to the jurisdiction of, the
juvenile court, pursuant to Section 300 of the Welfare and
Institutions Code.
The State Registrar shall send a certified copy of the
delayed certificate of birth to the applicant without additional
cost.
The State Registrar shall send certified copies of the
delayed certificate of birth to the local registrar and the county
recorder within which area the birth occurred and in whose offices
copies of records of the year of occurrence of the event are on file.
