When any certificate of birth of a living child is registered without the name of the child being entered thereon, the local registrar shall make out and deliver to the parents of the child a special blank for a supplemental report of the name of the child.

The parents shall complete the report and return it to the local registrar as soon as the child is named.

The State Registrar shall send a certified copy of the newly amended record of birth to the applicant without additional cost, except for those amendments that are filed within one year of the date of occurrence of the event.

This amendment to the record shall be handled in the manner prescribed in Article 1 (commencing with Section 103225).
