. Any vendor whose property is seized under the provisions of
Section 19814 may within 10 days after such seizure petition the
State Fire Marshal to return the property seized upon the ground that
such property was illegally or erroneously seized. Any petition
filed hereunder shall be considered by the State Fire Marshal within
60 days after filing and an oral hearing granted the petitioner if
requested. Notice of the decision of the Fire Marshal shall be served
upon the petitioner. The Fire Marshal may order the property seized
under this act disposed of or returned to the petitioner if illegally
or erroneously seized. The determination of the Fire Marshal is
final unless within 60 days an action is commenced in a court of
competent jurisdiction in the State of California for the recovery of
the property seized by the Fire Marshal.
