The Legislature finds and declares that decent housing and
genuine employment opportunities for all the people of this state are
vital to the state's future peace and prosperity, for all of the
following reasons:
(a) Hazardous, congested, and insanitary housing debilitates
occupants' health to the point of impairing motivation and
achievement.
(b) Lack of employment opportunity creates despair and frustration
which may precipitate violence.
(c) Unfit housing and lack of employment opportunity depend on
each other to perpetuate a system of dependency and hopelessness
which drains the state of its valuable financial and human resources.
The Legislature further finds and declares that a
fundamental purpose of redevelopment is to expand the supply of low-
and moderate-income housing, to expand employment opportunities for
jobless, underemployed, and low-income persons, and to provide an
environment for the social, economic, and psychological growth and
well-being of all citizens.
