Notice of bond elections shall be given by posting notices,
signed by not less than a majority of the board, in three public
places in the district, at least one of which shall be in each county
in which the district is located, not less than 20 days before the
election, and by publishing the notice not less than once a week for
three successive weeks before the election in a newspaper published
in the district, if there is one, and if not, in a newspaper
published in each county in which the district is located.
The notice shall contain:
(a) Time and place of holding the election.
(b) The names of the officers of election appointed to conduct it.
(c) The hours during the day in which the polls will be open.
(d) A statement of the purpose for which the election is held.
(e) The amount of the proposed bonds, the rate of interest or
maximum rate of interest to be paid and the number of years not to
exceed which the whole of the bonds are to run.
The vote shall be by ballot, without reference to the general
law in regard to form of ballot.
The ballot shall contain the words "Bonds--Yes" and "Bonds--No,"
and the person voting at the election shall put a cross (+) upon his
ballot after the "Yes" or "No" to indicate whether he has voted for
or against the bonds.
After the votes have been announced the ballots shall be
sealed and delivered to the secretary or president of the board,
which board shall on the seventh day after the election meet and
canvass the returns and enter the results in its minutes.
The entry is conclusive evidence of the fact and regularity of all
prior proceedings and of the facts stated in the entry.
