. (a) In addition to all other powers, excepting telephone
service, authorized by this division, the Kirkwood Meadows Public
Utility District may acquire, construct, own, and operate public
parking facilities and cable television facilities and may provide
snow removal and road maintenance services for all roads open to the
public, including, but not limited to, public roads and roads offered
for dedication but not accepted, within the district. Prior to
providing any snow removal or road maintenance services, the district
shall obtain the consent of any public agency owning the roads.
Notwithstanding Section 16467, the facilities and services provided
in this subdivision need not be operated on a self-sustaining,
revenue-producing basis. Revenue to defray the cost of the facilities
and services may be raised in any manner authorized by this
division.
(b) The Kirkwood Meadows Public Utility District may exercise all
of the powers of a mosquito abatement district or vector control
district, as set forth in the Mosquito Abatement and Vector Control
District Law (Chapter 5 (commencing with Section 2000) of Division 3
of the Health and Safety Code), within the service area of the
Kirkwood Meadows Public Utility District.
