All meetings of the board shall be conducted in a manner
prescribed by the Ralph M. Brown Act, Chapter 9 (commencing with
Section 54950), Part 1, Division 2, Title 5 of the Government Code.
A majority of the board constitutes a quorum for the
transaction of business.
The board shall establish rules for its proceedings and
board members shall be allowed necessary traveling and personal
expenses incurred in performance of duties authorized by the board.
The acts of the board shall be expressed by motion,
resolution or ordinance. No ordinance, resolution or motion shall
have any validity or effect unless passed by the affirmative votes of
a majority of the directors. District ordinances shall be adopted in
the same manner as provided for adoption of ordinances by a county.
The enacting clause of all ordinances shall be as follows:
"Be it ordained by the board of directors of the Marin County Transit
District." All ordinances shall be signed by the chairman or vice
chairman of the board and attested by the clerk.
