. If the owners of lands abutting on the proposed pedestrian
mall representing a majority of the frontage on the proposed
pedestrian mall have made written objection to the establishment of
the proposed pedestrian mall, the legislative body shall so find and
shall terminate the proceedings for such establishment. In such event
no proceeding hereunder for the establishment of the same or
substantially the same pedestrian mall shall be commenced within one
year after such termination.
