. Any objections or protests, whether to the things proposed
by the resolution of intention or to any changes proposed pursuant to
Section 11308, not made at the time and in the manner provided by
this part are deemed voluntarily waived, and the proceedings
hereunder shall not be attacked on any ground not stated in a written
objection filed as provided in this part. Except in the case of a
majority protest, as provided in Section 11306, or Section 11307, the
legislative body may sustain or deny any or all objections or
protests and its determination is final.
