Whenever the public interest or convenience may require, the
city council of any city in which a street lighting system has been
installed may order that the expenses of maintaining and operating
the system be assessed, either partly or wholly, upon lands in the
city lying within a district which will be benefited by such
maintenance and operation.
The lands which will be benefited by, and which are to be
assessed for, the maintenance and operation of the system shall form
and be known as a lighting maintenance district.
Any number of public ways and one or more street lighting
systems may be included in one district, but the district, the public
ways and the street lighting systems must lie entirely within the
city whose city council forms the district.
Before forming any district or ordering any part of the
expenses of the maintenance and operation of any street lighting
system to be assessed upon the lands within a district formed under
the provisions of this part, the city council shall adopt a
resolution of intention so to do.
