If a majority of the votes cast at the election is in favor
of a lighting district, the board of supervisors shall by resolution
establish the district.
If a majority of the votes cast are against the lighting
district, the board of supervisors shall by order so declare. No
other proceedings shall be taken for the formation of another
lighting district until the expiration of one year from the date of
filing of the defeated petition.
The fact of the filing of the petition, and the resolution
establishing the lighting district, shall be entered in the minutes
of the board of supervisors and that entry shall be conclusive
evidence of the existence and validity of the district and of the
fact that all steps prerequisite to its existence were duly and
regularly taken.
