This part does not affect any powers granted to a local
agency by any other law.
This part does not authorize a regional water management
group to define, or otherwise determine, the water rights of any
person.
The plan or project shall not be funded pursuant to this
part if it would fund activities inconsistent with applicable state
and federal water quality laws.
