. The board of supervisors shall meet on the second Monday following the formation election to canvass the votes cast, and only if upon the canvass it appears that a majority of all the votes cast at the formation election are "Irrigation District--Yes" shall the board canvass the votes for the candidates for the district offices and declare the persons receiving respectively the highest number of votes to be elected.
