At its first meeting, or as soon thereafter as practicable,
the board shall appoint by a majority vote a secretary, treasurer,
attorney, general manager and auditor, define their duties and fix
their compensation, and each shall serve at the pleasure of the
board, and may employ such additional assistants and employees as
they may deem necessary to efficiently maintain and operate said
district.
Said board may consolidate the office of secretary and
treasurer.
The president and secretary in addition to the respective
duties imposed on them by law shall perform such duties as may be
imposed on them by the board.
The treasurer, or such other person or persons as may be
authorized by the board, shall draw checks or warrants to pay demands
when such demands shall have been audited and approved in the manner
prescribed by the board.
The general manager shall have full charge and control of
the maintenance, operation and construction of the spreading or other
works of the district with full power and authority to employ and
discharge all employees and assistants at pleasure, prescribe their
duties, fix their compensation, subject to the approval of the board.
The general manager shall perform such other duties as may
be imposed on him by the board. The general manager shall report to
the board in accordance with such rules and regulations as they may
direct.
The attorney shall be the legal adviser of the district and
shall perform such other duties as may be prescribed by the board.
The general manager, secretary and treasurer, and all other
employees or assistants of said district who may be required to do so
by the board, shall give such bonds to the district conditioned for
the faithful performance of their duties as the board from time to
time may provide. The premiums on such bonds shall be paid by the
district.
