The order calling for a special meeting shall be entered in the minutes of the board. Three days' notice shall be given by the secretary to any member not joining in the order, by mailing the notice to him at his last address. Only the business specified in the order shall be transacted at the special meeting.
All meetings of the board shall be open to the public.
A majority of the members of the board shall constitute a quorum for the transaction of business.

The board shall, annually, make and render a verified statement of the financial condition of the district, showing particularly the receipts and disbursements of the last preceding year, together with the source of such receipts and purpose of such disbursements. This statement shall be placed on file in the office of the district.
